Frank Quattrone Un-Banned from the Securities Industry

Perhaps foreshadowing the answer as to whether Frank Quattrone will be tried three times for obstruction of justice and witness tampering, the SEC has overturned the NASD's banning of Quattrone from the securities industry.  In the aftermath of the Global Settlement on Analyst Conflicts of Interest, several individuals were banned for life from the securities industry, including Quattrone, Henry Blodget and Jack Grubman.  I would say that the SEC has sent a signal.

Hi, sorry to sound so dim, but what kind of witness tampering does this mean? I realise this is a few years old but it came up in my search for this phrase - I'm trying to understand the term as I'm doing a project. Thanks
