The Mercenary Business

Consider the warlike Fijians: "Since 1978, Fiji has outsourced more than 25,000 troops to the UN, the British Army and independent mercenary contractors. In 2003, the mercenaries brought home about $9 million in wages." It's more evidence that private armies are coming back. Simon Lester wonders if the GATS applies; Opinio Juris, per Chris Borgen, reports on a cautionary tale of mercenary use, not to mention concerns about what happens when the Mafia turns to nuclear weapons.
