Mutual Fund Chairmen redux

The Financial Times has this advice for the SEC:
Mr Cox should consider what the US can learn from international experience. A UK style "comply-or-explain" principle eliminates many of the problems associated with prescriptive regulations. But it only makes sense against a backdrop of general principles, against which a decision not to comply can be explained. The US need not abandon its rules-based approach altogether. Setting out objectives against which companies could justify opt-outs might offer a way forward
