Can Someone Explain Technorati?

If you check a blog on Technorati, you will see a header that looks something like this:
What I would like to know is why the links never match. In this instance, we are told that Conglomerate has "1,059 links from 261 blogs," but the body of the page purports to display "1,601 links to this URL." My guess is that the first number is "links from blogs" or "links from blogs registered with Technorati" or something like that, which the second number is total links on the internet. But I couldn't find an explanation on Technorati. Anyone know the answer?
